COA Policies and Elections Highlight 2016 HOD

2016 COA House of Delegates Meeting Summary 

More than 140 COA member doctors of optometry and optometry students serving as delegates and alternate delegates gathered at the Newport Beach Marriott Hotel and Spa in Newport Beach for the 2016 COA House of Delegates (HOD) meeting. Presided over by HOD Speaker Dr. Fred Dubick, the February 26-27 annual COA governance meeting showcased the consideration of several policy resolution proposals, the election of officers and trustees and the adoption of 2016 and 2017 budgets to guide COA “to support and advance the profession of optometry to assure quality health care for all Californians.” 

COA Policy Resolution Proposals

Below are the COA policy resolution proposals considered.

•    Policy Resolutions Number One through Three. In 2015, the COA HOD speaker appointed a task to review all deleted policy resolutions brought back into force by 2014 PPR Six as it appeared many were no longer applicable. In addition to making classification recommendations for the 140 resolutions reviewed – 12 recommended for active status, 47 as standing policy and 81 to be archived - the 52-page task force report contained three proposed policy resolutions that were passed as amended by the HOD:

>PPR 1, COA Policy Resolutions: Definitions and Retention: Defines what constitutes an “active,” “standing policy” and “archived” policy resolution and establishes mechanisms for their ongoing documentation.

>PPR 2, Mandatory Children’s Comprehensive Eye Exams: Combines previous policy resolutions and updates the COA HOD policy into one statement advocating mandatory comprehensive eye exams for children.

>PPR 3, Optometric Medi-Cal Fees: Combines previous policy resolutions and updates the COA HOD policy into one statement calling for equitable optometric Medi-Cal fees.

•    Policy Resolution Number Four, Review of 2011 and Earlier Resolutions: Pursuant to 2013 PPR Six, the COA Board of Trustees submitted 10 active policy resolutions adopted by the COA House of Delegates that were five or more years old which were recommended for change or archive.
