Dr. Kelly A. Malloy

Dr. Malloy, OD, FAAO, Diplomate attended Villanova University and graduated from the Pennsylvania College of Optometry in 1996. She completed a residency in Primary Care at The Eye Institute the following year. After practicing primary care at The Eye Institute for several years, she completed fellowship training in neuro-ophthalmic disease in 2005. 

Dr. Kelly Malloy is the Chief of the Neuro-Ophthalmic Disease Specialty Clinical Service at The Eye Institute and Co-Director of the Neuro-Ophthalmic Disease residency program at PCO/Salus. She has achieved Diplomate status in this specialty at the American Academy of Optometry. Dr. Kelly Malloy holds the rank of Professor at the Pennsylvania College of Optometry (PCO) of Salus University, where she specializes in neuro-ophthalmic disease. Besides her clinical patient care responsibilities, she also teaches in the Head & Neck Anatomy, Neuro-Anatomy, and Neuro-Ophthalmic Disease courses at Salus.

Dr. Mary Kate Walters

Dr. Mary Kate Walters, OD, FAAO, Diplomate ABO, a native of Brenham, Texas, earned her bachelor’s degree from Texas A&M University and her Doctor of Optometry from the Southern College of Optometry in Memphis. She completed a residency in ocular disease at the Community Eye Clinic in Fort Worth.

She is a Therapeutic Optometrist, Glaucoma Specialist, Diplomate of the American Board of Optometry, and Fellow of the American Academy of Optometry. Dr. Walters is actively involved in professional service, including leadership roles on the Texas Diabetes Council and the Lighthouse for the Blind of Fort Worth, and she regularly presents educational sessions for the public and fellow optometrists.

Currently, Dr. Walters serves as Clinic Director of the Northside Eye Care Center in Fort Worth, a UHCO-affiliated clinic within a Federally Qualified Health Center that provides care to underserved communities and trains student externs. She is dedicated to delivering quality vision care and mentoring the next generation of optometrists.

Dr. Andrew Rixon

Originally from Hartford, CT, Dr. Rixon, OD, FAAO, Diplomate (Glaucoma) received his Doctor of Optometry degree from the Pennsylvania College of Optometry. He completed a postgraduate residency in Family Practice at West Tennessee Eye.  Dr. Rixon is currently an attending optometrist at the Memphis VAMC, as well as consulting faculty at SCO. Dr. Rixon is a Fellow of the American Academy of Optometry, an AAO diplomate in Glaucoma, member of the Optometric Glaucoma Society, on the executive committee of the AAO Glaucoma Section, frequent lecturer, author of many posters and articles, peer reviewer for multiple optometric journals and on the editorial boards of Clinical & Refractive Optometry, Canadian Journal of Optometry and Clinical Insight in Eyecare.

COA is an approved provider of CE by the California State Board of Optometry. As such, our CE does not need COPE approval and has no COPE ID number.

LANCE ANDERSON, OD

Chief Strategy Officer

Dr. Lance Anderson is the Chief Strategy Officer at PECAA, where he is engaged in all aspects of company strategy.  He co-founded PECAA in 2007 and helped lead the organization as it grew from a small local Portland study group to a national alliance of independently owned eye care practices.  He served as a board member of Rev-360 from 2015 – 2021 and helped oversee the management and successful sale of Revolution EHR, Visionary Partners, and eventually PECAA.

He earned his Doctor of Optometry degree from Pacific University in 1991.  He started his own optometry practice in 1993 in Hillsboro, OR, and was able to grow the practice into a busy three-doctor clinic.  He retired from clinical care in 2021 and then moved to  New York City where he was tasked with helping to integrate PECAA with the HEA buying group.  He recently moved to Nashville, TN where he will continue to be actively involved in creating the future vision for PECAA as it is integrated into the VSP family of businesses.

JUSTIN MANNING, OD, MPH, FAAO

Chief Member Experience Officer

Dr. Justin Manning is the Chief Member Experience Officer at PECAA, where he leads the member experience team, encompassing member education, the Member Business Advisory services, Events, and the Cold Start program. He is the founder and host of the Practice Advantage podcast. Prior to joining PECAA, he founded The Keratoconus and Scleral Lens Institute at Bettner Vision in Colorado Springs, and eyeLeader, a consulting company focused on leadership development, technology in eyecare, and population health.

He has contributed to Review of Optometric Business and has lectured nationally and internationally on specialty contact lenses, design thinking, population health, and the patient experience. He earned his Doctor of Optometry degree from The Ohio State University and completed a residency in Geriatric Optometry at the VA Puget Sound Healthcare System in Tacoma, WA, a Master of Public Health degree at Salus University, and a graduate certificate in Customer Experience from the CU Boulder Leeds School of Business. He is driven to help all independent eye care professionals grow their businesses and enjoy their practices every single day.
