Membership in the California Optometric Association is tripartite; you also become a member of the American Optometric Association as well as a local society within your geographical location in California, all of which provides you with local, state and national representation.
Full-time OD:
Graduated in/before 2020 $185 per month
Graduated in 2021 $145 per month
Graduated in 2023 $105 per month
Graduated in 2024 $55 per month
Graduated in 2025 $35 per month
Full-time Educator/Faculty Member $110 per month
Practice 16 hours or less per week $110 per month
Federal Service/Military/Government $140 per month

PAC contributions are completely voluntary and are not included in the “average” dues amounts listed above. COA uses a negative check-off policy, whereby members will see the suggested PAC contributions included with their dues, but can contact COA at any time to opt out of making these contributions.
The PACs were formed to allow individual optometrists to pool their resources in order to make a stronger impact on candidate campaigns – COA interviews candidates, educates potential elected officials about optometric issues and makes targeted contributions in support of pro-optometry candidates.

Suggested contribution: $200/year

Applications for a change in membership type submitted before April 30 will be retroactive to the beginning of the calendar year. Applications submitted between May 1 and December 31 will be effective January 1.

an optometrist who resides in the State of California and/or who practices or engages in other related optometric activities in California
an optometrist who teaches or engages in other academic-related activities at an educational institution approved by the COA Board of Trustees and who does not otherwise engage in the practice of optometry for compensation more than 16 hours per week (for AOA classification, must be at an optometry school accredited or pre-accredited by ACOE)
an optometrist who works sixteen (16) hours or fewer per week for compensation in active optometric practice or related optometric activities
an optometrist who is employed by a governmental entity and who is not practicing optometry for compensation in any other setting
an optometrist who is at least fifty-five (55) years old on January 1 of any membership year and who is no longer receiving compensation for optometric-related activities
an optometrist who is a resident or intern in a program accredited or pre-accredited by ACOE or is a full-time enrollee in a graduate program related to the practice of optometry
If a member is having trouble making dues payments, COA can offer a dues waiver to temporarily reduce the the dues required to maintain membership.

Chief Strategy Officer
Dr. Lance Anderson is the Chief Strategy Officer at PECAA, where he is engaged in all aspects of company strategy. He co-founded PECAA in 2007 and helped lead the organization as it grew from a small local Portland study group to a national alliance of independently owned eye care practices. He served as a board member of Rev-360 from 2015 – 2021 and helped oversee the management and successful sale of Revolution EHR, Visionary Partners, and eventually PECAA.
He earned his Doctor of Optometry degree from Pacific University in 1991. He started his own optometry practice in 1993 in Hillsboro, OR, and was able to grow the practice into a busy three-doctor clinic. He retired from clinical care in 2021 and then moved to New York City where he was tasked with helping to integrate PECAA with the HEA buying group. He recently moved to Nashville, TN where he will continue to be actively involved in creating the future vision for PECAA as it is integrated into the VSP family of businesses.
Chief Member Experience Officer
Dr. Justin Manning is the Chief Member Experience Officer at PECAA, where he leads the member experience team, encompassing member education, the Member Business Advisory services, Events, and the Cold Start program. He is the founder and host of the Practice Advantage podcast. Prior to joining PECAA, he founded The Keratoconus and Scleral Lens Institute at Bettner Vision in Colorado Springs, and eyeLeader, a consulting company focused on leadership development, technology in eyecare, and population health.
He has contributed to Review of Optometric Business and has lectured nationally and internationally on specialty contact lenses, design thinking, population health, and the patient experience. He earned his Doctor of Optometry degree from The Ohio State University and completed a residency in Geriatric Optometry at the VA Puget Sound Healthcare System in Tacoma, WA, a Master of Public Health degree at Salus University, and a graduate certificate in Customer Experience from the CU Boulder Leeds School of Business. He is driven to help all independent eye care professionals grow their businesses and enjoy their practices every single day.
